His face looks good, actually. However, it looks like his chin should be moved a tad bit to the left. Other than that, though, I think it looks great.. faces are hard to paint.
Also I have got to applaud the hair! I love the wispy, flowing lines you've used there. Makes it look believable. Also, I like the softness of those feathers. I wanna pet them.
The folds in the clothes are both good and not so good. In some areas I think you did them well, but in others they look rather awkward. For example, the folds near the neck and chest look good and natural. However, on the rest of the front part of the jacket/coat thingie they look strange. To make the draping more realistic, I would ease up on making the folds so curvy there. I'd make them a bit more straight.
Also, I would suggest using more variety in your values when it comes to clothes. Dark shadows mean deep, deep folds- which is appropriate in areas where fabric bunches up (at the ankles, armpit, wrist, neck, etc). But when the fabric is more draped and flowy, the folds tend not to be so deep unless we're talking curtains. So I wouldn't make the shadows so dark in areas where the fabric is draped freely (along the legs and torso, for example).
Your anatomy is very good, but to make it better I would suggest broadening the shoulders. At this point they appear to be about the same width as his waist.
Also, your proportions seem a tad bit off, but I think it's an illusion created by the clothing. His coat/jacket is long, but that shouldn't make your proportions look off, necessarily. I think the issue is where his legs meet. It looks like that's where his crotch is, even though in reality it should be beneath the coat. As a result, his torso looks super elongated.
That is a very poorly organized point.. let me restate it. Because his legs are apart, they should not come together where it looks like they come together, but further up, underneath the coat. There!
All in all, good work. He looks like an interesting character.
